The Cairns Region Transport Infrastructure Construction Project is a critical road recovery initiative funded by the Australian and Queensland Governments under the Disaster Recovery Funding Arrangements (DRFA).

The project aims to restore and enhance over 30 sites along the Kennedy Highway and Kuranda Range Road network, ensuring vital connectivity for Cairns and the Tablelands region in Far North Queensland (FNQ) following damage from Tropical Cyclone Jasper.

The key project deliverables include:

  • Critical upslope and downslope stabilisation works to protect against further erosion and landslips.

  • Proactive traffic management strategies to minimise disruptions during construction.

  • Strong environmental management in collaboration with the Wet Tropics Management Authority and National Parks.

  • Engagement with local suppliers and contractors to support regional employment and economic growth.

  • Scheduled completion by June 2026.

Our Role

SEE Civil Pty Ltd (SEE Civil) engaged MBD & Co Pty Ltd (MBD) to lead and support their Expression of Interest (EOI) submission for this critical reconstruction project.

MBD supported SEE Civil in it’s submission to TMR FNQ for the competitive DRFA-funded project in FNQ which demanded a comprehensive and evidence driven submission. MBD ensured SEE Civil’s proposal highlighted its unique capabilities, local engagement strategies, and previous success with TMR.

The project required strict adherence to environmental management protocols due to its location in the Wet Tropics World Heritage Area. MBD developed a strong response showcasing SEE Civil’s experience in delivering environmentally sensitive works.

As the project was highly competitive, it was critical that SEE Civil effectively differentiated itself from other contractors by demonstrating technical proficiency in road stabilisation, erosion control, and geotechnical works. MBD structured the submission to highlight SEE Civil’s previous DRFA-funded projects and technical partnerships with Geovert and other key stakeholders and local businesses.

Through MBD’s management approach, technical writing, and submission management, MBD & Co successfully:

  • Delivered a compliant, compelling, and high-scoring EOI submission that met all TMR and DRFA funding requirements.

  • Positioned SEE Civil as a leading contractor for disaster recovery infrastructure projects, reinforcing its reputation with TMR FNQ and key stakeholders.

  • Supported SEE Civil in securing the contract, further strengthening its presence in Far North Queensland’s transport infrastructure sector.
