The Cairns Region Transport Infrastructure Construction Project is a critical road recovery initiative jointly funded by the Australian and Queensland Governments under the Disaster Recovery Funding Arrangements (DRFA).

The Project aims to restore and enhance over 30 sites along the Kennedy Highway and Kuranda Range Road network, maintaining essential connectivity for Cairns and the Tablelands region in Far North Queensland following the impacts of Tropical Cyclone Jasper.

Key project deliverables include:

  • Critical upslope and downslope stabilisation works to protect against further erosion and landslips

  • Proactive traffic management strategies to minimise disruptions during construction

  • Robust environmental management in collaboration with the Wet Tropics Management Authority and National Parks

  • Engagement with local suppliers and contractors to support regional employment and economic growth.

Our Role

SEE Civil Pty Ltd (SEE Civil) engaged MBD & Co Pty Ltd to lead and manage their Expression of Interest (EOI) submission for this vital reconstruction program.

MBD & Co Pty Ltd supported SEE Civil in preparing a competitive, comprehensive, and evidence-driven submission to the Department of Transport and Main Roads - Far North Queensland (TMR FNQ) for this DRFA-funded project. The submission was structured to highlight SEE Civil’s unique capabilities, strong regional engagement strategies, and proven success in delivering similar reconstruction works for TMR.

Given the project’s location within the Wet Tropics World Heritage Area, strict environmental management protocols applied. MBD & Co Pty Ltd developed a compelling and compliant response showcasing SEE Civil’s experience in delivering environmentally sensitive projects.

In a highly competitive tender environment, it was essential to differentiate SEE Civil from other contractors by clearly demonstrating technical expertise in road stabilisation, erosion control, and geotechnical works. MBD structured the submission to highlight SEE Civil’s successful track record in DRFA-funded programs, as well as technical partnerships with Geovert and other key local stakeholders.

Through MBD & Co Pty Ltd’s bid management, technical writing, and submission oversight, we successfully:

  • Delivered a compliant, persuasive, and high-scoring EOI submission that met all TMR and DRFA funding requirements

  • Positioned SEE Civil as a leading contractor for disaster recovery infrastructure works, reinforcing its reputation with TMR FNQ and key stakeholders

  • Supported SEE Civil in securing the contract, further strengthening its presence within Far North Queensland’s critical transport infrastructure sector.
