The Project

The Townsville University Hospital Expansion (TUHE) is a significant healthcare infrastructure initiative under the Queensland Government’s Capacity Expansion Project (CEP).

Aimed at addressing the region’s growing demand for medical services, the expansion plans include:

  • An additional 143 overnight beds to enhance acute care, rehabilitation, and surgical services.

  • Construction of a new clinical services building on the existing hospital site.

  • Relocation and upgrade of helipad facilities.

  • Provision of 330 additional staff car parks to support hospital operations.

This project aligns with Townsville’s long-term healthcare strategy, accommodating a forecasted 30% population growth over the next two decades. It ensures that the region’s health services remain responsive to increasing patient demand while boosting employment in North Queensland.

Current Status

As of December 2024, the Queensland Government has announced a retendering process for Stage 2 of the TUHE project to enhance competitive tension among contractors and manage escalating project costs. This decision aims to provide better value for money and more opportunities for local and regional businesses.

The Scope

MBD & Co Pty Ltd (MBD) was engaged by a specialist major works subcontractor to develop the RFP submission for the Systems Integrator (SI) Major Works Subcontract package to BESIX Watpac (Principal Contractor).

MBD equipped the specialist major works subcontractor with a high-quality, competitive RFP submission aligned with the evolving procurement landscape.

Our scope of works involved:

  • Delivering a compliant and persuasive proposal that met the requirements of BESIX Watpac and the Asset Owner, Queensland Health.

  • Clearly articulating the subcontractor’s specialist expertise and capabilities in systems integration within major health infrastructure projects, specifically Queensland Health assets.

  • Structuring a response that leveraged insights into the CEP objectives and scope specifications within live and operational hospital environments, particularly at the Townsville University Hospital.

Despite the project being retendered, the work completed in this RFT has positioned the subcontractor advantageously for the next procurement phase.

Looking Ahead

In December 2024, the Queensland Government announced that Stage 2 of the TUHE project would be retendered to enhance competitive tension, deliver better value for money, and provide increased opportunities for local and regional businesses. The project is currently on hold pending the release of the new tender.

The groundwork laid during the initial RFT submission has provided the subcontractor with a strategic advantage in the upcoming procurement phase. With a strong foundation already established, they are well-placed to refine their approach and position themselves for success in the next stage of TUHE’s delivery.
