Agri-Tech Precinct Stage 1 Enabling Works Western Sydney University

The Project

The Western Sydney University (WSU) Agri-Tech Precinct is a landmark infrastructure initiative designed to establish a world-class research and innovation hub for sustainable agriculture and food production.

Situated at the Hawkesbury Campus, this precinct forms a critical component of the Priority Community Infrastructure Program, co-funded by the Commonwealth Government and WSU.

Stage 1 of the project involves:

  • Site enabling works, including bulk earthworks and site preparation

  • Roadworks and upgrades to Blacktown Road to enhance site access

  • Utility and service connections, covering water, sewer, electrical, and telecommunications infrastructure

  • Integration with existing infrastructure to ensure seamless connectivity with future development stages

  • Environmental and stakeholder management to support compliance with sustainability and community guidelines

The construction phase is projected to generate approximately 150 direct jobs, with ongoing operational opportunities contributing significantly to regional economic growth.

Our Role

ABI Civil Contracting NSW engaged MBD & Co Pty Ltd to manage and develop their Expression of Interest (EOI) submission for the Stage 1 Enabling Works Package of the Agri-Tech Precinct.

MBD & Co Pty Ltd provided comprehensive bid management, technical writing, and compliance oversight to deliver a high-quality, competitive and compelling EOI submission to WSU. The key objective was to position ABI Civil Contracting NSW as a credible and capable contractor for future opportunities within the precinct.

Although the EOI was ultimately awarded to contractors with existing Office of the Federal Safety Commissioner (OFSC) Accreditation (a mandatory requirement and known limitation for ABI Civil Contracting NSW), WSU confirmed their submission was ranked second out of eight competitors. The evaluation team further noted their confidence in the experience of the proposed team and the professionalism of the submission.

Through a robust and strategic approach, MBD & Co Pty Ltd successfully:

  • Delivered a compliant (sans OFSC Accreditation), high-scoring EOI submission that secured a second-place ranking from a field of eight proponents

  • Effectively showcased ABI Civil Contracting NSW’s technical expertise and project delivery capability, reinforcing their position as a leading civil infrastructure contractor

  • Provided targeted strategic advice on OFSC accreditation pathways, supporting the long-term pipeline development and future growth ambitions of Abi Civil Contracting NSW.
