Project Overview
Western Sydney University’s Agri-Tech Precinct is a flagship infrastructure project, designed to be a world-class research and innovation hub for sustainable agriculture and food production.
Located at the Hawkesbury Campus, this precinct is a key initiative under the Priority Community Infrastructure Program, jointly funded by the Commonwealth Government and WSU.
Stage 1 of the project involves:
Site enabling works, including bulk earthworks and site preparation.
Roadworks and Blacktown Road upgrades, ensuring efficient access.
Utility and service connections, including water, sewer, electrical, and telecommunications infrastructure.
Integration with existing infrastructure, ensuring seamless connectivity with future development phases.
Environmental and stakeholder management, ensuring compliance with sustainability guidelines.
The construction phase is expected to generate 150 direct jobs, with long-term operational opportunities contributing to the regional economy.

Our expertise ensured a competitive, structured, and compelling submission, positioning ABI Civil as a preferred contractor for the next stage of procurement.
Through expert bid strategy, technical writing, and compliance management, MBD & Co successfully:
Delivered a high-scoring, fully compliant EOI submission, securing ABI Civil’s ranking as 2nd out of 8 bidders.
Highlighted ABI Civil’s technical and delivery strengths, reinforcing their position as a leading civil infrastructure contractor.
Provided ABI Civil with critical strategic insights on OFSC accreditation, supporting their long-term business development strategy.
While the EOI was ultimately awarded to contractors with existing OFSC Accreditation, WSU stated that ABI Civil’s submission ranked 2/8 competitors, they were impressed with the experience of the team and overall submission presentation.
